Can you edit native MPEG2 in Premier or MSP without having to first convert it into a .avi file?
If you can...... what are the results like ie: previewing off the timeline, exporting to tape etc.
If you can't...... Then have and what software can you edit mpeg on?

You can't usually edit IBP frame MPEG-II video (DVD Flavour MPEG-II). It's not designed to be edited.
I-Frame MPEG-II can be edited provided you have suitable CODEC's installed.
Some RT boards like RT2000/2500 (25Mbit) or Matrox DigiSuite LX/DTV (50Mbit) will edit in MPEG-II as it's a native format (i.e. the hardware is MPEG-II capable).
MPEG-II is sampled at 4:2:2 - resolves colour better than DV/DVCam which is 4:2:0 - so colourful & detailed graphics retain quality.
25Mbit MPEG-II is very good indeed.
50Mbit MPEG-II is outstanding.

If you just need fairly simple cut/splice editing, then Womble Multimdia 'MPEG2VCR' - http://www.womble.com/ - is very good and very fast (you can scroll through a multi-GB MPEG file about as fast as you can drag the control ...).
It handles Program, System, Transport, Elementary streams and does frame-accurate editing with smart rendering (so it only re-encodes the transitions, provided the source and output files use the same MPEG parameters).
I think to get a demo version of the MPEG2 version you need to go to the 'purchase' page, click on the 'MPEG2VCR' link and download it from there.
It costs 249 USD for the MPEG-2 capable version, but general opinion is that it's one of the few reasonably priced MPEG editors that actually works properly and reliably (and isn't very picky about the files it will handle).
(If you're reading this Richard, one thing MPEG2VCR could do with is some effective marketing (I don't have any connection with Womble other than as a contented user), so maybe there is an opportunity there!)
