EBU colour bars

I've been asked to submit material to a UK TV station for broadcast for the first time and, as part of the leader, I need to provide EBU colour bars with "100% luminance and 75% chrominance." I've got an EBU colour bars graphic, but I'm unsure about the "100% luminance and 75% chrominance" part. Could someone please explain what I need to do to conform to these specifications? I'm using Adobe Premiere Pro 1.5.

According to Adobe's info Premiere Pro 2 has a 3-way colour corrector, and a set of video scope tools - vectorscope and waveform monitor, to allow the bars to be set up to 100%/75% (there should be markings on the scopes to show these levels).
Does your version of PPro have these?

But you are missing the point somewhat. The whole point of the bars for broadcast use is that they should match the programme content of your movie, and you need to go through clip by clip setting everything to match on the scopes, using a properly adjusted video monitor (set up using the correct-level bars).

As well as getting the colours to match from shot to shot, any shots where the chroma or luma levels are excessive need to be adjusted, either using the colour correction tools, or by clamping excessive levels with a 'broadcast-safe' filter.

Its quite likely that any tape you submit to a broadcaster will be subject to close scrutiny for any non-legal sections, however momentary - and most prosumer cameras DON'T produce legal video if you are shooting in adverse light conditions.....

This applies to any graphics you create as well.

Thanks for your reply! My version of Premiere Pro has similar tools that should help. I also understand better now what it's all about. I'll also get someone more experienced in this stuff than myself to check everything over for me.
