I just got a couple of 7 year old documentaries I made on SVHS transferred to DV. The master tapes have degraded quite badly.
The worst of this I can get around with new cut aways, but what is the best way to generally clean up scratches? I'm using a new imac.
Don't know if this will reduce the scratches but will reduce noise. Copy the clip onto track V2, offset it by 1 frame and reduce it's opacity. Also, a small amount of soft focus may help.
You could also try a slight blur/ glow with overlay/screen mode at 50% transparency on the duplicate track

If you are talking about drop outs, then a program called Commotion can act like the pro scratchbox programs which remove film dirt and the like.
Otherwise if there are really bad sections you could export a filmstrip file to Photoshop and pain t out the dropouts using information from adjacent frames. But that isn't really an option if you want a quick fix or id there are loads of dropouts.

You could try importing footage in to virtual dub, some of the 3rd party filters work really well with degraded video. If you already have Virtual Dub try searching the net for filters, there are many out there.
As for scratches, then painting the footage in photoshop would seem the (painstakingly) obvious choice.
