Is thier any way to edit .VOB files in Premiere and then convert? The way I do it now seems to waste a lot of my time. If this is not possiable could someone explain to use why?
Reverse engineering is always a bit tougher than being creative.

vob is an output format.
to turn it into an input format would require someone working out how to do it. ( reverse engineering)
adobe don't want to/ think it necessary to do this , after all most people would have the original footage that was used to create a vob.
there are many ways of doing it with software written by 'little people' just not many ' multinationals '.
most of the software was written by 'hackers' to enable backup of dvd's.
Quite a few posts have been about editing mpeg2 files which is a very complex process and is probably best avoided. I think BobC answered such a post recently. A vob file is an mpeg2 file which has been processed even further (multiplexed?), a bigger nightmare? The main difficulty I believe is that mpeg being a compressed format has already thrown away about 3/4 of the original data and each frame needs data from other frames to complete the encoded information. By and large a messy business.

VOB encapsulated many streams, to name just a few:
1. Video streams with different angles
2. Audio streams with multi-formats and languages (ie. AC3, DTS, MPEG)
3. Subtitles in diffent languages
Decode it requires the knowledge of all the streams and how to uncompress them individually and in sync with each other. You're looking at something like FlaskMPEG, SmartRipper, DVD2AVI, IfoEdit etc.. VOBRaptor is a good program for edution purposes. Visit some place like www.doom9.net and you will pickup a few things.
